Joe Soper

Joe Soper is a proud Advisory Board Member of The Salvation Army of Central Maryland and a dedicated volunteer committed to serving his community. On weekends, he rolls up his sleeves to help package food boxes for low-income seniors at The Salvation Army warehouse, ensuring that those in need have access to essential resources.

Joe’s passion for giving back is deeply rooted in his own upbringing in Baltimore’s Waverly Community. As one of eight children in a row home, he understands firsthand the challenges many families face. The Salvation Army was there for Joe’s family, offering food, support, and hope during difficult times. Now, he is determined to pay it forward, using his voice and influence to advocate for The Salvation Army’s mission and educate others about its life-changing services.

With more than 30 years of experience in the Utility Energy sector, Joe currently serves as Manager of Project Execution for the Exelon Utility Geospatial Information System (EUGIS) at Baltimore Gas & Electric (BGE). His leadership in the industry reflects his commitment to innovation and service—both professionally and in his community.

Joe’s journey from receiving help to giving back is a testament to the power of compassion, resilience, and community support. He continues to be a driving force in making a difference for those in need.
